buyer "no longer a registered user" but paid, safe to send?

If a buyer paid but is "no longer a registered user" is there any risk of sending the item? Or should I just refund the paypal payment? I looked at their feedback. They have 11 and all but 1 of their feedback is for a .01 item, and that 1 was sold yesterday (seller left feedback upon payment). They paid with paypal with a confirmed address. They were a resgistered user yesterday morning, and have only had a paypal account since jan. 26th.

I'm not sure if I'm at risk or not and don't know what to do.
 
There's no 100% fool-proof way to be covered on PayPal.

But I'd probably send it unless it was for a really expensive item. Even then I'm not sure I'd pull out of the sale. Since it was PP with a confirmed address you should be covered by their seller protection policy, right? That's pretty much as safe as you can make it.
 
The buyer may had problem with email address or with credit card info with eBay. This can be the reason why their account went "no longer registered". Email the buyer and ask them why their account is no longer registered.
 
The buyer sounds like he got reported for buying feedback. That's the reason for the NARU. I would take that as a sign that the buyer is a little sketchy, but as long as you get DC you should be fine.
 
i have had this happen at least 20 times over the past 2 years, oddly usually from european bidders.

Usually they are just not paying their seller fees from their selling and then their account goes to no longer registered until they actually pay the fees.

That doesn't sound like this case. The ebay ID the is NARU only had feedback from penny auctions. I'd bet that he was trying to buy feedback.
