Late 90's PC Tank Game?

I'm hoping you guys can help me out. I wasn't sure if I should post this here or the old school gaming section.

Anyway, I played this game in the late 90s. You play as some kind of tank (maybe futuristic?) and it was third person I believe. You could go underwater and there were different levels, one was on a beach. It had pretty good graphics.

I've been searching the internet and all I've found so far is someone asking about it on Yahoo Answers, but no one answered them correctly. This is what they said:

I'm looking for a computer game I watched someone play several years ago. It's 1-player; you play a tank and go on missions. It had pretty good graphics; possibly made in middle/late 90's.

There were a bunch of different weapons you could use, like explosives and homing missiles. It had a lot of landscapes, such as an icy/snowy one and one where you could go underwater.

I would love to play this game but can't for the life of me remember what it's called.

I don't know if there was a lot of fighting in the game. I can't remember a whole lot about it, but it would be major nostalgia if i could find it again. Can anyone help?
