    The server doesn't seem to be associating IP addresses with anything. At least on the winning side. All data that (seems) to be collected is email address and what not.     I've actually looked into the design of the site a bit more. The ticker is pulled from a web service, and it grabs the last 10-40 or so winners. There's an interesting authentication system going on here, and it uses these logins to bind you to another (more secure) web service on another...
