If you're asking whether these games are similar, I would say not. Retro City Rampage is like a goofy, 8-bit Grand Theft Auto. Hotline Miami is a serious, brutally violent, stealth-focused murder festival with an amazing soundtrack.

Dammit Capcom, they should've released CvS2 as an HD remake!  One of the greatest fighting games ever made, a PS2 re-release does not do it justice!

I second this. That is a very good description of both games. Hotline Miami is amazing. It also has a bit of Super Meat Boy in that I expect to die a few times to learn the levels, but I never mind because each death leads to me figuring out what I need to do to beat it. And you can instantly restart with no loading time.
