You can use a converter from hdmi to av, so the signal enters the tv using the av cable, nor the hdmi, then phantoms will be safe forever.

Looks like piracy a "glitch" is working on the PS4...
Small electronics store in some streets of Sao Paulo will charge from R$ 300 to R$ 400 (about $100 to $150) in order to install 10 pirated games on your console. The UOL journalists have confirmed the hack to work on their own console.
I just hope sony goes more liberal again on the gameharing then this isn´t necessary

They clone the hard drive and then flash the new PS4 with the original PS4's NAND/BIOS. The new PS4 is then basically the old PS4, with the licenses for the 10 games available for offline play.

Its 100% up to the owner of the resell slot. If they trust you, they can provide you with the password so that you can play on the account the game is tied to. The account owner is under no obligation to do this, so don't be surprised if you get turned down. There's a lot of risk involved with giving someone access to the account like that.
I still see a lot of people selling PS4 phantoms. I really hope you're being 100% clear and thorough with anyone you're selling to. Saying something like "At your own risk" isn't enough. If you're going to sell a phantom, you're responsible for telling the buyer exactly what the risks are when they purchase it.
If you are unable to run pirated games, make a copy of the entire hardware
