I've been through a similar situation, and the conspiracy theorist in me suspects collusion between my neighbor and the landlord. It goes back to Feb 26 when I paid the March rent and threatened legal action (rent escrow) if a leak in the foundation of my building wasn't fixed (long story short - when it rains heavily I get a patch of wet carpet along one wall in my bedroom). The next day there's a note taped to my door. Apparently someone complained about noise from my apartment. Now, I'll be the first to admit that I have the home theater a bit loud when I'm watching a movie, but in the seven years I've been here I've never had a complaint, so I assumed that it was within reasonable limits.
Assuming the complaint was legitimate (the timing was a bit suspect) I try to figure out which tenant made the complaint. The apartment next to mine and the one across the hall are vacant, so it had to be the lady upstairs. No problem, I'll keep it down. In fact, that night was completely quiet because I worked late.
The next day (the 28th) the lady upstairs is playing her stereo loudly. A little unusual given that she's been as quiet as a mouse up to this point (she's been there at least six months), but it's the middle of the afternoon and it's not
that loud, so I let it go. When I get home from work that night though, the stereo is on again. Now the volume is a problem, but she turns it off shortly after I crawl into bed, so again I let it go.
That was Saturday night. Now it's Sunday. I get home from work a little earlier and things are quiet. At exactly 1am the stereo comes on and continues until 5:30. On Monday I bring it to the attention of the landlord. She says she'll "look into it." Great. That the night the stereo is on again, louder than before. This continues over the next couple of days. Keep in mind that I haven't watched a movie or listened to music since receiving that letter, so there's no reason for my neighbor to be retaliating. Also, I never watched movies after midnight. Still late admittedly, but not this
really late bullshit...
I talk to the landlord again on Thursday. Apparently she spoke to my neighbor and got her assurance that she'd tone it down. Fine. That night, about 9:30 the stereo is on and it's louder than ever. I can clearly make out the lyrics over the sound of my own tv (which was just loud enough to hear over my furnace - in over words, low). I can't take it anymore. The resonance created by the bass actually hurts my ears, so I call the police. They arrive and the music stops. I figure I'll finally have a quiet night, which I did, until 6am. The stereo comes on and nearly shakes me right out of my bed it's so loud. Only lasts for ten minutes. One last

The next day I submit an intent to vacate letter to my landlord. I had been looking to move for a while anyway; now seemed like the perfect time. That night and every night since has been completely quiet. Not a peep from my neighbor. She's still there; I can hear her walking around, but the stereo hasn't been on. Not at all, near as I can tell. Strange.

The place I'm moving into is nice. It's an old luxury hotel that was converted into apartments. The walls and floors are solid concrete, so noise shouldn't be much of an issue, in or out.
