From 1UP.com:

Bungie has been spreading the good word of the April Legendary map pack for Halo 3. But, those stingy money-conscious among you may still be waiting to pick up the Heroic Map Pack that's been out for a few months.
Tomorrow there will be no more reason to wait, as the company has revealed in the latest weekly update that as of 2 a.m. Pacific time tomorrow, the maps will be free for anyone to download. This is sure to give way to several hours of getting "pwned" by people who bought the map packs months ago, but it's hard to argue with a deal like free. The same update addresses the Legendary pack and its eventual price drop, saying: "We are not currently aware of any plans to release the Legendary Maps for free." Which doesn't mean that it won't happen of course, just that if it is in the cards it would be a stupid business move to talk about it before the new pack is even released. Patience will probably pay off again, with a few months of extra practice and bragging rights going to those who fork up the $10 to download the pack.
3 months from release those should also be free
In a recent weekly update, Bungie said they hadn't heard anything about the Legendary map pack being free eventually. In the past they have usually said that you could buy the maps or wait a few months and get them for free. They also made a comment about how Microsoft sets the prices, not them, so it's possible the two have come to fisticuffs over this issue.

Well, considering that most map packs aren't free for other games, I wouldn't be surprised if MS has the Legendary Maps for $10 for a long time unless Bungie does yet again one more map pack. I mean, MS is still charging 800 MS points for maps for COD2. Ugh.

There are still maps for Mech Assault that aren't free, and that was some of the first DLC on Live.

Yeah, MS still charges a rip-off price on many original Xbox titles. From Karaoke Revolution to Star Wars: Battlefront II. You'd think they'd lower the price, but nooooooo. We're lucky that MS is giving us the (older) map packs for free. Of course, MS gets it's money back by never dropping the price of the Halo 3 game itself (and other best-sellers like Gears of War) to $29.99 or less for years and years.
from now on I would guess

they are going to add the maps to the btb map rotation
Good, as long it's not 1 day only type of deal.

Okay, so here is the thing. If the game is still selling at the price of $60 then why should MS drop the price? If there is no huge dip in sales then there is no justification in dropping the price. Would it be nice, yes. But it doesn't make sense from a sales point. Hence why it took forever for Halo 2 to drop since people were still buying it at that price there was no reason to drop it.

Also, how come a game like Bionic Commando Re-Armed got to choose how much they were going to be charging (via online poll which was voted to be $10! I believe) but all these other companies "don't have a say" (ie Valve, Bungie, Infinity Ward) something isn't adding up.

Can somebody explain to me how to get these maps to be part of ranked team slayer?
I was only able to get them on the unranked DLC playlist.
