In the Pokemon Red / Blue, did any Pokemon have genders?

I dunno. Depends on what you mean by gender. If you mean gender as explicitly stated in the game with the symbols representing gender then no, just that one.

However...

The kangaroo pokemon had a baby in its pouch. Male kangaroos do not have a pouch.

There was no gender system that could identify the gender of the Pokemon, but there were some gender exclusive Pokemon.

They added genders to Gold/Silver. All the games before didn't specify gender (aside from the Nido clan).
