This has been brought up numerous times in the past with them initially being banned in this thread. Obviously that was overturned and people are selling them without a problem. I see nothing wrong with selling them, but not at an outrageous price for what was a free game (i.e. $5 for Civ5). But, maybe other people who missed the promotion or didn't want to participate still want the game, therefore they look to buy it cheap. I mean, I don't really see anything wrong with offering up anything for any price. Yeup, 5 bucks is still technically a decent deal for Civ5. I think that's the lowest it's ever been on sale. It's just between the free keys from GMG and the fact that it's been out awhile, I don't think Civ5 is high on all that many people's wishlists.
