I've seen this for sale locally, and inspected open packages - it has two DVDs inside and it has codes, but I have no idea if they're Steam keys. Valusoft Cosmi released both DRM free and Steam versions of several games, and there's no sure way to tell unless the box says a Steam account is required. This doesn't say it needs Steam, but those codes are damn suspicious.
