definitely Fogo...how they get it perfectly gooey in the center, i'll never know.

Fisherman's Inn in Elburn, IL. They make these popovers (like a dinner roll that exploded when it was baking) that are unbelievable!

But for chains, I'll echo the Fogo de Chao (any brazillian restaurant, really), Cheesecake Factory and Red Lobster (though they're not as good as they used to be) nominations, and add Popeye's Biscuits. They're just so salty, so flaky, so....wonderful. Plain, with butter or honey--they RULE!

Another vote here for Texas Roadhouse. Warm rolls with that cinnamon butter is great.
