I think this is the key for me. If the game was 42-35 or something, I could see this as a more defensible decision since there is a very realistic expectation that your opponent would score. But in a game in which your defense has allowed exactly one TD, I think this is a clear punting situation at that stage in the game. If you're worried about a return, kick it out of bounds, which you should be trying to do anyway from that point on the field.
