That game is tons of fun to play and is an awesome sandbox...

...but the story + character development is sorely lacking BIG TIME.

Hacking from camera-to-camera, setting off grenades, setting off phones to distract people, setting off lights at 4-way stops so they all go green, and causing all kinds of madness just doesn't get old.
